Can the new e-book be downloaded to PC without the need for a Kindle?

The short answer is "yes". You'll need to download Amazon's Kindle for PC app

then you simply download the book to Kindle for PC. I used Kindle for PC for some months before buying my Kindle as I wanted to see how I got on with e-books before splashing out on a new toy and it works fine. So far as the 15 Poems book is concerned, it's actually better to view it on a PC anyway as the artwork is much nicer in colour!
Tom - I hope this will work for you. I don't know whether there are any geographic restrictions which might trip you up.

Amazon Kindle or anything else incl. iTunes is not available to this part of Europe. And they wonder why we have 99% of unofficial internet download. I download all my books, music and movies from Pirate Bay, demonoid etc. as well.
