I read that it was made as the soundtrack for some theatre play which was never made, so Leonard used its main theme as bonus track to the album. It's very "Twin Peaks" to me... :D

Leonard talks about it on the recording of The Future Radio Special, but it's a while since I listened to that interview.

Interview 1992 "The Future Radio Special"
from a special CD released by Sony music

"This was designed for a theatre piece by Ted Allen. It was part of long suite and I kept playing the music when I was in this trailer in Tacoma. That part of the suite attached itself and started to sound better and better. Then, I thought it would just be a nice moment to unwind from a very dense and literate album. I think you can unwind before you put the record on again."

He also said that he was locked in some tour trailer with a little keyboard and that he wrote it there
One for the money
Two for the show
Three to get ready
Go man go
I said tell me Mr. Siegal
How do I get out of here
